PM announces new S&T innovation policy;Calls for S&T application to solve social problems

The Prime Minister Dr. Manmohan Singh has announced the new Science and Technology innovation policy’ 2013 at the Centenary Session of the Indian Science Congress in Kolkata today. Dr. Singh handed over the first copy of the new policy to the President Mr. Pranab Mukherjee. The President inaugurated the five day long centenary session of the Indian Science Congress at Salt Lake Stadium.
Addressing the session, Prime Minister stressed the need for innovation and experiment in the field of science and technology for rapid and inclusive growth. Dr. Singh said that the tools of science must be harnessed to cater to the needs of the under privileged. He said, academic and research systems must foster innovation and entrepreneurship and link up with those interested in commercial development. The Prime Minister called for application of science and technology for solving social problems.
The Prime Minister said that the transformation of agriculture must be top priority of public policies, including science and technology.
Union Science & Technology Minister Jaipal Reddy, Union Communication & Information Technology Minister Kapil Sibal, West Bengal Chief Minister Mamata Banerjee and other dignitaries from the field of Science & Technology were also present on the occasion.

All clinical trials of new drugs under Health Secy supervision only:SC

The Supreme Court today said that uncontrolled clinical trial of untested drugs on people is creating havoc in the country. In an interim order, the apex court ruled that all clinical trials of new drugs should be done under the supervision of Health Secretary. Strongly recommending that such trials of drugs be stayed, Supreme Court criticized the Centre for not controlling the menace of illegal clinical trials
Mauritius Prez in Delhi on India visit;to be Chief Guest at Pravasi Bharatiya Diwas

President of Mauritius Rajkeswur Purryag today arrived in New Delhi for a seven-day state visit. The visiting dignitary will be the chief guest at the Pravasi Bharatiya Divas 2013 to be held from 8 to 9th of this month at Kochi in Kerela. He will also be honoured with the Pravasi Bharatiya Samman Award on the occasion. The Mauritian President will meet his Indian counterpart Pranab Mukherjee and hold talks with Prime Minister Manmohan Singh tomorrow.
Our correspondent reports, a host of bilateral issues including enhancing trade and investment are expected to be discussed during the talks.

Severe cold wave continues to sweep North India

North India continues to reel under a severe cold wave. National Capital Delhi yesterday witnessed its coldest day of January in the past 44 years, with the maximum temperature dipping to 9.8 degrees Censius. Severe cold wave continued to sweep Western Uttar Pradesh also.
Cold wave conditions intensified in Kashmir valley with further decline in night temperature in Srinagar.

Jammu region is facing bone chilling cold coupled with foggy conditions. Biting cold claimed the life of one person in the Samba district yesterday.
In Himachal Pradesh, the Mercury fell overnight but it registered an upswing in the day temperature. Clear sunshine gave little respite from extreme cold to people in the state.
Punjab, Haryana and Chandigarh continue to reel under an intense cold wave.
Dense fog have disrupted road, rail and air traffic in the region. A number of trains are running late by several hours.

Women's safety: UGC directs all institutions to strengthen campus security

In the backdrop of the Delhi gangrape incident, the University Grant Commission, (UGC) has directed all institutions of higher learning to review and strengthen security measures for girls and women in their campuses. In a letter to the Vice Chancellors and Directors of institutes of higher learning in the country, UGC Acting Chairman Ved Prakash also expressed the need for gender sensitisation courses in the education system. In the letter, he has requested institutions to seriously review the security arrangements for girls and women and wherever there is a necessity, make arrangements for the same.
Mr. Prakash also said that the measures are necessary to ensure that girls and women have a safe and inspiring learning environment in the campuses.
Plan Panel nod for financial aid to rape victims from economically weaker sections

Rape victims who belong to economically poor sections may soon get financial assistance from the government. The Planning Commission has given its nod to the proposal of the Women and Child Development Ministry in this regard. Women and Child Development Secretary, Prem Narain said that the Commission has approved the scheme for providing assistance to those victims who belong to economically weaker sections. He said, there is a view in the commission that every family may not accept this assistance as some of them may be well-off while others may not accept it for social reasons. He said, now it is being planned that women who belong to BPL families or who are destitute would get support. Narain expected that all the details, mechanisms and approvals for the scheme would be completed by the end of March.
TN to set up mobile monitoring team for firecracker workers safety

Tamil Nadu Chief Minister Jayalalithaa has announced the setting up of a mobile monitoring team under Joint Industrial Chief Inspector to safeguard employees of firecracker, matchbox industries in Virudunahar district. In a statement issued today she said that the team will conduct surprise inspections and monitor the health and safety aspects of employees. She said that the team also create awareness about safety norms to be followed in such industries. It should be noted that 38 persons died in a firecracker accident in Muthalaipetti on 5th of September last year and eight people died in Salem firecracker accident last month. The government is to spend 38 lakh seventy thousand rupees for setting up this team. Jayalalithaa also issued orders to connect the industrial zones with the nearby ESI medical centres.
K'taka govt launches helpline for women in distress

Karnataka Government has introduced a helpline for women in distress. Deputy Chief Minister in-charge for Home,Ashoka informed media persons in Bangalore today that Helpline 1091 will exclusively receive complaints of rape, sexual harassment, eve-teasing and kidnapping round the clock. The distress meassage would be flashed to more than 1000 mobile police vans and 365 motorcycles on duty,who will tehn rush to the help of the woman in distress. Mr.Ashoka also informed that Goonda act will be used against eve-teasers in the state. The state Government has also made it mandatory for all cab and bus drivers in the city to register with police stations and fit their vehicles with GPS devices. CCTVs are placed at strategic locations and an awareness campaign is being launched in the city to educate women about security and safety aspects. Mr. Ashoka also disclosed that the measures taken by the state will be conveyed to the Union Home Minister during a meeting in New Delhi tomorrow.
Red Ribbon Express to create AIDS awareness now in Jammu

In Jammu and Kashmir, a special train, Red Ribbon Express, meant for creating awareness about the HIV/AIDS, reached Bari Brahmana in Samba district of Jammu region last evening. The train will remain stationed at Bari Brahmana today for the public and then it is scheduled to move to other districts of the region. Red Ribbon Express is scheduled to reach Udhampur district tomorrow, Samba on 6th and finally conclude its journey at Kathua after staying there on 8th and 9th January. Meanwhile, the administration has made elaborate arrangements so that the people of Bari Brahmana, Udhampur, Samba and Kathua can easily visit the railway stations and witness the exhibition.
Fire in WB cloth godown;no casualties reported

In West Bengal, a major fire broke out in a cloth godown in the Jagannath Ghat Area of Kolkata North Port at 8.30 this morning. 24 fire engines have been pressed into service to tackle the fire. Fire Brigade officials told our correspondent that the area has been evacuated and no casualties have been reported so far. The reason for the fire is still unknown.

Crime against women:5 fast track courts to start functioning in Delhi from today

Five fast track courts to hear cases of crime against women will start functioning from today in Delhi. Chief Justice of India Altamas Kabir inaugurated a fast-track court at Saket Court Complex in Delhi last evening. The gang rape and murder of a 23-year old student in Delhi will be the first case to be heard in this court. The Delhi Police plans to submit an around 1000-page chargesheet in the metropolitan magistrate’s court in Saket today. Then, the case will be moved to the fast-track court to hear it on a day-to-day trial basis.

Inaugurating the first fast track court in Delhi, Justice Altamas Kabir strongly advocated for courts to act as a deterrent in the future to check crimes against women. He said, a serious message needs to be sent in dealing with such heinous crimes. The Chief Justice said, there is a need to pay greatest attention to crimes against women, elderly and children. But, he, asserted that speedy justice cannot be at the cost of fairness of the trial.
