Heavy rain in the aftermath of Cyclone Phailin triggered floods in Odisha today. Over 2.5 lakh people are marooned in Balasore--one of the two worst hit districts along with Mayurbanj--and several rivers were in spate. The State Chief Minister said in Bhubaneswar that the massive relief works have moved into top gear.
Major rivers like Budhabalanga and Subarnarekha are in spate following sudden inflow of water, according to Odisha Special Relief Commissioner P.K. Mohapatra. Bhadrak district was also affected while flood fury loomed large over Ganjam district, the worst hit by the cyclone. The death toll in the impact of the cyclone in the state has risen to 27 with four more people succumbing to the flood in Mayurbanj and Bhadrak districts. 
Cyclone Phailin triggered floods in Odisha have marooned hundreds of thousands people in northern and southern in the State. In the norther Odisha district of Balasore, river Jalaka is also flowing against its danger level at Basta. Small rivers like Sona, Gangahar, Kansa and Bausa are also in spate. The flood water of Buddhabalang has entered many low-lying areas of Balasore Sadar and Remuna blocks while several places under Baliapal and Bhograi have been affected by the water from river Subarnarekha. Flood water from river Jalaka had entered many villages under Basta block.
Meanwhile, hundreds of thousands of people who fled the country's strongest cyclone in 14 years also returned home to scenes of devastation, as rescue teams started repairing flooded towns, tangled power lines and tens of thousands of destroyed thatch homes.  Prakash Das, AIR News, Bhubaneswar.
In Andhra pradesh, officials said rescue and relief operations were in full swing and they expect normalcy to be restored in cyclone-hit Srikakulam district in a couple of days. With the threat of cyclone dissipating, all relief camps in Srikakulam, Vizianagaram and Visakhapatnam districts are being closed.
In a related development, Centre is planning to  invest nine thousand crore rupees on weather and cyclone  forecasting and other allied activities.  Briefing reporters in New Delhi  today, Minister of Earth Sciences, S. Jaipal Reddy  said that the early prediction of cyclonic storm Phailin was possible because of previous investments and other  measures taken by the government. He said early prediction has helped  unprecedented evacuation of over one million people in both the states.

In Madhya Pradesh, death toll in a stampede during Navratri festival near a temple in Datia district has risen to 139. More than 100 people were injured in the incident on the bridge over Sindh river near Ratangarh temple. Injured have been admitted in District Hospitals. Deputy Inspector General D.K. Arya told that the police has identified 115  persons and the dead bodies have been handed over to their relatives. According to local SDM more than 25 dead bodies have been taken away by their relatives without autopsy. 
The state government had ordered a judicial inquiry in to the mishap which was a shocking  re-run of the tragedy at the same site in 2006 when over 56 pilgrims were washed away. Chief Minister visited Datiya Hospital, while had to skip a visit to the stampede site as he did not get permission for it from the Election Commission. State Government has recommended suspension of Datiya Collector, SP, SDOP, SDM & whole staff of local Police station to the Election Commission due to election code of conduct. India has  lodged strong protest over firing by Pakistan forces on unarmed fishermen near Indo-Pak International Maritime boundary line on 11th of this month in which one person died. The External Affairs Ministry summoned Pakistan Deputy High Commissioner in New Delhi  this evening  and condemned the incident. The MEA spokesperson said that  New Delhi has asked Islamabad for thorough investigation of the incident of in-discriminatory firing. It has also asked Islamabad to share the  result of the investigation at the earliest.

Controversial godman facing serious rape charges has been brought to Ahmedabad from Jodhpur Central jail. Gujarat police has taken the custody of Asaram from Jodhpur court following fresh FIR against him and his son Narayan Sai by two sisters staying in Surat. Quoting police sources, our Ahmedabad correspondent reports that Asaram has been kept in Anti Terrorist Squad office of city police and produced before the court by tomorrow morning. Asaram will be questioned about the allegations of rape, sexual assault and illegal confinement of a woman during 2001-2006.

Higher prices of onion along with other vegetables and fruits pushed up inflation for the fourth month in a row to 6.46 per cent in September. The inflation, based on wholesale price index was at 6.1 per cent in August and 5.85 per cent in the previous month. The sharpest increase was witnessed in case of onion prices which jumped by 323 per cent year on year in September.   Overall, inflation in manufactured items showed a moderate increase of 2.03 per cent during the month on annual basis.

BJP has raised the question over the  Reserve Bank of India's proposed move to allow foreign banks in the country in a big way and even contemplate taking over Indian banks. Briefing reporters in New Delhi today, party spokesperson, Prakash Javdekar said that such major policy decision requires  proper discussion.

Former Union Minister and Founder of Vanrai organization Mohan Dharia breathed his last in Pune today. He was 88.  Mohan Dharia participated in freedom struggle in 1942.  He was member of parliament between 1964 and 1979. Later he established ‘Vanrai’, an organization dedicated to the cause of environment, organic farming and irrigation.
President and Vice President  have condoled the death of socialist leader and former Union Minister Mohan Dharia. In his condolence message, Mr. Pranab Mukherjee  said the nation has lost an eminent public figure who contributed for greater good of the country.

The Nobel Prize for Economics has been awarded to Americans Eugene F. Fama, Lars Peter Hansen and Robert J. Schiller for their empirical analysis of asset prices, to make and refine predictions. The economics award was not among the original prizes created in 1895 by Swedish industrialist Alfred Nobel to honor work in Physics, Chemistry, literature and peace. It was added as a category in 1969 by the Swedish central bank in memory of the industrialist . Most of the recipients of the Nobel in economics were born in the United States.

Forty armed Taliban militants were killed and 25 others wounded in joint operations by Afghan and the NATO-coalition forces in various provinces of Afghanistan during the past 24 hours. Afghan Interior Ministry said today in Kabul the operations were carried out in Nangarhar, Baghlan, Sar-e-Pul, Kandahar, Maidan Wardak, Ghazni, Paktika and Helmand provinces and 13 militants were also arrested.  Meanwhile Afghan security forces have announced stepping up of security throughout the country.

Rising for the fifth straight session, the Sensex at the Bombay Stock Exchange gained 79 points or 0.4 per cent to 20,608 today.  The Sensex had climbed 633 points in the previous four trading sessions.  The Nifty rose 17 points to 6,113.  The rupee closed 48 paise weaker, at 61.55 against the dollar.  Gold spurted 575 rupees to 30,775 rupees per ten grams in Delhi.  Silver advanced 680 rupees to 47,570 rupees per kilo.   Pradeep Kumar, AIR News.

Communications and IT Minister has asked the cyber space experts to work out an architectural structure to ensure safety and security of internet at global level. Speaking at a two-day conference on cyber security and cyber governance in New Delhi today, Kapil Sibal said there is a need to address the problem.Expressing concern over the violation of cyber rules and hacking of the internet content, he said there is an urgent need to decide on the jurisdiction of the cyber space, which has neither any territory nor any discipline.

Former Table Tennis Federation of India (TTFI) President T D Rangaramanujan passed away today due to age related ailments.    He was 96.  An able sports administrator, Rangaramanujan breathed his last in the morning at his Hyderabad home.

In West Bengal, the four day long Durga Puja festival comes to an end today. These follows celebrations of Vijaya Dashmi with traditional ferver. The immersion of Durga idols started in the evening.  
People  exchanged greetings and sweets on the occasion .  Women folk took part in the Sindur utsav before immersion of idols.  Special security measures were made at river banks for immersion of Durga idols.  Large crowd had gathered at Babughat in Kolkata to witness the immersion.  Bulk immersion of the community idols will take place tomorrow.  Arijit Chakraborty, AIR News, Kolkata.

In Karnataka, Dasara festivities concluded today with a grand Jambu savari and torch light parade on the Vijayadashmi day in Mysore. Lakhs of tourists from India and abroad congregated in Mysore today to witness this grand finale.
The ten days of Mysore Dasara festival culminated with a grand Jambu Savari procession, led by a main elephant draped in rich tapestry, that carried the idol of goddess Chamundeshwari, kept in a golden howdah weighing over 750 kgs. The dancers, folk artists, decorated camels and horses, musical bands of State Police, colorful tableaux created by different State organisations formed an integral part of the procession. Group dance, tent pegging by cavalry, Fire works, daredevil stunts on top of motorcycles by a team of armymen and a Laser show enthralled the audience. In Syria, at least 27 persons were killed in a powerful car bomb explosion .The incident took place  in a rebel-held town of Darkush in Idlib province near the Turkish border. The blast targeted the market area of the city which is a few kilometres from the border with Turkey.

Ahead of the talks with six major world powers over its nuclear program, Iran has said that it will not ship any of its enriched uranium abroad as part of a deal with world powers to ease sanctions. Iran’s top nuclear negotiator, Abbas Araghchi told that shipping the material abroad is Iran’s  red line and it won’t allow shipment of even one gram of uranium from Iran. Araghchi also said Iran will not withdraw one iota from its right to enrich uranium. His remarks were published on the website of the Iranian State Television. Araghchi also said his country's delegation and their U.S. counterparts will meet on the sideline of nuclear talks in Geneva.

A magistrate’s court in Sri Lanka today extended the judicial remand of 23 Indian fishermen arrested for violating international maritime border till the 28th of this month. 19 of these fishermen were arrested by Sri Lankan Navy on September 19, while 4 were arrested on the 3rd of this month.
