Plot of serial blast in Patna was hatched in Dhurwa area of Jharkhand capital, Ranchi. The NIA team got vital clues from different locations of Ranchi, which include terror calendar, name and telephone addresses and other information in a pen-drive.
Speaking to media, the ADG and spokespersons of Jharkhand Police, SN Pradhan said that a terror training Centre was being run at the residence of Mohammed Imtiaz, whose father had retired from the central government PSU. All those who were involved in the blast were in the age group of 20 to 25 and painter by profession. The ADG also stressed the need to have a anti-terror squad- ATS of Jharkhand. The Jharkhand Chief Minister, Hemant Soren has said that the state would not be allowed to become a safe heaven for the terrorists.
Meanwhile, Bihar police denied receiving any specific intelligence alert by central agencies about terror attack that left six persons dead and 83 others injured. In a joint press conference in Patna, Principal Home Secretary Amir Subhani and Director General of Police Abhyanand said that such letters are generic and routine. "DGP Abhyanand said that Central Intelligence had sent a letter to state on October 23rd, giving general alerts on threat from Indian Mujahideen and Naxalites for the rally and administration took all possible measures to ensure proper security arrangements for the BJP rally. Bihar Additional Director General of Police, Headquarters, Ravindra Kumar said that the investigation is on and the details cannot be disclosed right now. He further added that the state police and Central investigation agency NIA were jointly carrying out the probe, which in on the right track. Two FIRs have been lodged in connection with the serial blasts. Diwakar Kumar, AIR News, Patna."

The Election Commission has maintained that a candidate, who gets majority of votes will be declared elected even if the number of electors taking the option of None of the Above (NOTA) is higher. An official release said in New Delhi that the clarification has been issued in wake of the Supreme Court's direction to provide NOTA provision to voters in the forthcoming Assembly elections. The Commission also made it clear that the NOTA will not be applicable in the case if only one candidate is in the fray. In this case the candidate will be elected. The Commission has quoted the provision of Representation of People Act in support of the direction.

The Centre has taken several measures to increase the agricultural productivity which is the only lasting solution to arrest the food inflation. Talking to All India Radio in a phone-in programme, the Managing Director of the National Agriculture Marketing Federation of India Limited, NAFED, Sanjiv Chopra said that setting up of adequate storage facility like warehouses across the country will also be required to check the sky-rocketing food prices. Regarding increase in onion prices, Mr. Chopra said that his Organisation had floated a tender to import onions from Pakistan, Iran, China and Egypt and quotation in this regard will be opened today.

"The tender which has been floated by NAFED will be opened today and the positive thing is that representatives of SAFAL and Mother Dairy will also be present when the tender is opened so that we will be able to assess the requirements of the SAFAL stores in Delhi because that will give us the necessary volumes to get the larger supplies into the country. We have also written to the Government of Delhi, extending our support that in case the government of Delhi would like to take stock from this particular tender then we would be able to give it to them at no profit, no loss basis."

In Andhra Pradesh, normal life in north coastal districts remained hit by flood triggered by heavy downpour for the past one week. About four thousand villages continued to be water logged. Though there was some respite from heavy rains, more than two lakh twenty thousand people are taking shelter in over 380 relief camps. North coastal districts of the state are receiving rainfall even after a week under the influence of low pressure area while rest of the state got respite. Meanwhile, State Chief Minister, Kiran Kumar Reddy who toured the rain-affected areas yesterday assured all possible assistance to the affected people and farmers who suffered damages. Our correspondent reports that rail services have been partially restored in Vijayawada-Visakhapatnam division. More from our correspondent:

"The railway authorities have partially restored trains in Vijayawada-Visakhapatnam division while track restoration works are still going on. Eight teams from Navy and 19 teams of the National Disaster Response Force are providing relief in the rain ravaged north coastal region while works on damaged roads and tanks are underway in full swing in rest of the rain affected areas. Except in north coastal region where rivers are in spate, people started going back to their homes as there was respite from rains. Laxmi, AIR News, Hyderabad."
In Odisha, there is no fear of fresh flood. The water level has started receding in most of the rivers like Subarnarekha, Jalaka and Budhabalang. A report from our Bhubaneswar correspondent:

"Odisha Chief Minister, Naveen Patnaik, has asked the district authorities of 11 flood- affected districts except worst-hit Ganjam and Balasore to complete relief distribution work by end of this month. A new date will be fixed for Ganjam and Balasore districts where flood water still remained in some villages. As the people of Ganjam district continued to remain in dark since cyclone Phailin hit them on 12th of this month, the state energy department hoped it would be able to restore power by 8th of next month. All the schools and colleges across the state, barring Ganjam district, have re-opened with the improve in the weather condition. Prakash Dash, AIR News, Bhubaneswar."

India and Peru have agreed to further deepen bilateral cooperation and economic engagements. Both the nations signed four pacts in diverse areas including, defense cooperation, education and preservation of archeological assets. A Joint commission has been set up to promote and diversify bilateral engagements. The pacts were signed at the end of bilateral talks held between Vice President, Mohammed Hamid Ansari and his Peruvian counterpart Marisol Espinoza. The Vice President was on a three day official visit to Peru. India and Peru launched an Industry body INCHAM, Indian Chamber of Commerce to facilitate Indian trade and Industry to do business in Peru and other countries of Latin America. India assured Peru that a Centre of Excellence in Information Technology in Lima would be made operational soon. Peruvian President Ollanta Tasso accepted President Pranab Mukherjee’s invitation to visit India which was conveyed by Mr. Ansari during high level talks. Our correspondent has filed this report:

"India and Peru affirmed that terrorism cannot be justified in any form or for any reason. They agreed to maintain high level coordination on expediting the process of reforming the United Nations and to support mutual candidature in international bodies. The two sides underlined that a Free Trade Agreement between Peru and India will have a positive impact on increasing prosperity of the people of both countries. They also agreed to expedite early conclusion of ongoing negotiations on an agreement on protection of bilateral investments to assist business. The car of Indian High Commissioner to Maldives, Rajeev Shahare, was attacked last evening when two unidentified persons pelted stones and damaged the windshield. No one was inside the car at the time of the incident. The car was parked outside the mission in Male when the incident took place. A police case was registered and investigations are currently on.

Noted Hindi writer Rajendra Yadav passed away last night at his home in Mayur Vihar in Delhi, after prolonged illness. He was 84. Born on August 28, 1929 in Agra, Rajendra Yadav was a pioneer of Hindi literary movement known as Nayi Kahani in the Sixties. He re-launched Munshi Premchand's magazine HANS, which he himself had been editing since 1986.
His first novel was Pret Bolte Hain published in 1951. It was the first Hindi novel that tried to shock orthodox Indian cultural traditions. It was adapted into a movie of the same title, Sara Akash, by Basu Chatterjee in 1969.
Ukhre Huey Log and Shaah aur Maat are some of his other novels. He also wrote several stories and translated into Hindi many books of Russian language writers like Turgenev, Chekhov, and Lermontov.
Rajendra Yadav was nominated as a member of the Board of Prasar Bharati, from 1999 to 2001. His wife Mannu Bhandari is also a renowned Hindi writer.

The latest ODI ranking was released in Dubai yesterday. India at present is the World number one team in ODI format with 122 ratings points followed by Australia with 117 rating points. Among the ODI bowlers, India’s Ravindra Jadeja is at the top of the table with West Indian Sunil Narine. Among the batsmen, Virat Kohli is at number four followed by skipper Dhoni at number seven.

Reserve Bank Governor, Raghuram Rajan has hinted at increasing the key rate at the second quarter monetary policy review today, citing urgency to anchor inflationary expectations. He said in Mumbai that macro economic risks still exist with some upward pressure on inflation and the possibility of fiscal slippage, thus posing new challenges.
