India and China today signed nine agreements and Memoranda of Understanding, MoUs following summit and delegation level talks at Beijing. These include Border Defence Cooperation, Management of Trans- Border Rivers and Establishment of Sister City Relationship between three Mega cities of the two countries. The Border Defence Cooperation Agreement, BDCA inked between India and China today facilitates establishment of a hotline between the military headquarters of the two countries. The BDCA, says that  the two sides may consider establishing a hotline facilitate communication at the highest level of the two militaries in times of crisis. The two countries already have hotlines between the two Prime Ministers Offices. Our Correspondent covering the Prime Minister`s visit reports that in the presence of Dr Manmohan Singh and his Chinese counterpart Li Keqiang, MoUs on Nalanda University, Cooperation in Road Transport and Highways and setting up of Chinese Power Equipments Service Centres in India were also signed at the Great Hall of the People. In his statement, Prime Minister Manmohan Singh said the Agreement on Border Defence Cooperation will add to the existing instruments to ensure peace, stability and predictability on the borders.

Peace and tranquility on our borders must remain the foundation for growth in the India-China relationship. Even as we move forward negotiations towards a fair, reasonable and mutually acceptable settlement to the India-China boundary question.

Dr Singh said India and China agreed that the prosperity and progress of 2.5 billion Indian and Chinese people would be a major factor of Asian resurgence and global prosperity and stability.

As leaders of large reemerging nations pursuing socio' economic progress in a rapidly changing and uncertain global environment, we have resolved to realise the full promise of our partnership and maintain the friendliest of relation. This will be our strategic vision.

India suggested three point road map to take bilateral relationship forward and those are enhancing mutual trust, expanding common interest from multilateral organisations and deepening mutual understanding. In Jammu and Kashmir, Pakistan resorted to firing on as many as 52 Border out Posts manned by Border Security Forces in Jammu and Samba districts last night. Shelling was carried out by Pakistan Rangers in the Arnia, R. S Pura and Akhnoor Sector. Pakistan Army once again resorted to ceasefire violation along the Line of Control in Poonch district of Jammu division early this morning. Defence Spokesperson Col. R.K.Palta told our correspondent  that  Pak troops resorted to unprovoked firing on forward Indian posts in Hamirpur Battalion area of Poonch using small and automatic weapons. During the intervening night of 22 and 23rd  October,2013  Pakistan  Rangers resorted to heavy firing/Shelling directed on as many as 52 Border out Posts manned by Border Security Forces in Jammu and samba districts. Heavy shelling was carried out by Pakistan Rangers in the Arnia, R. S Pura and Akhnoor Sector. In the exchange of fire one Head Constable of BSF namely Mukesh Lal Meena Posted in Border outpost Chinaj, resident of Rajasthan sacrificed his life in the service of the nation. Besides, seven BSF personnel  sustained splinter injuries during the exchange of fire. Condition of all the injured  BSF personnel is stated to be stable. BSF gave a befitting reply to Pak rangers  at all the  places. The unprovoked firing and  shelling by Pak Rangers took place barely hours after the visit of Union Home Minister and J&K Chief Minister to Samba and Hiranagar sectors to review the situation due to the  unprovoked heavy firing by Pak Rangers. In Nepal, the National Human Rights  Commission, NHRC has expressed concern over the recent incidents of violence in several districts  during the election campaign. The NHRC said in a press statement that its attention has been drawn by the recent incidences of clashes  among the political party cadres in Panchthar, Siraha, Salyan, Dhading, Rukum, Surkhet and other districts. It stated that the incidents are unfortunate as it is the right of the public to participate in the election process in a peaceful and fear free manner. The Commission also appealed to political parties, the government and other bodies to ensure public participation in the upcoming polls in an environment free of fear.

Senior BJP leader Dr. Harsh Vardhan has been declared the party's  chief ministerial candidate for the Delhi Assembly elections. The decision was taken in the BJP Parliamentary Board meeting held in New Delhi today. Briefing reporters after the meeting, BJP  President  Rajnath Singh said the party has unanimously decided to project Harsh Vardhan as the Chief Ministerial candidate after considering all  the  points.

Today i congratulate Dr. Harsh Vardhan for being projected by the BJP as its Chief Ministrial candidate from my side as well as from Central Parliamentary Board.

Earlier, BJP state president Vijay Goel who was believed to be not in  favour of Harsh Vardhan's candidature urged  his supporters to support the party decision. Dr. Harsh Vardhan is a four time MLA and former BJP state president. He had also worked as the Health Minister in the BJP government in Delhi.

The National Agricultural Cooperative Marketing Federation of India (NAFED) has floated tenders for importing onion from Pakistan, Iran, China and Egypt. According to senior NAFED officials the imported onion  will cost 200 to 350 dollars per tonne. The decision to import onion has been taken to control its rising price in the market.

The Center has expressed serious concern over the increasing number  of Dengue cases in Punjab. Union Minister of State for Health and Family Welfare Santosh Chowdhary has asked  Punjab Health Minister Surjit Kumar Jyani to issue necessary directions to the authorities as the patients are unable to get proper attention in government hospitals. Quoting official sources, our correspondent reports  that over 1500 confirmed cases of Dengue have been registered in various hospitals of Punjab. The most affected districts are Ludhiana, Fatehgarh Sahib and Patiala.

In Assam, security forces arrested three cadres of a banned outfit in Kokrajhar district last night. Kokrajhar S P said that acting on a tip off, security personnel apprehended the militants at Kachugaon village under Mainaguri police station. Pistols and grenades were seized from them. In another incident, local people lynched two militants at Kazigaon in Kokrajhar district yesterday when they came to extort money.

A three-day long Bahraini-Indian investment conference has begun at the Bahrain International Exhibition & Convention Centre in Manama. The conference was jointly inaugurated by the Minister of State for External Affairs E. Ahamed and Bahrain Minister for Commerce and Industries Hassan Fakhru. A number of Indian companies from various sectors including chemical, steel, packaging, metal, cement, medical care and banking services in addition to industries related to defence and aviation sectors are showcasing their products at the exhibition. The event has been organized by Bahrain’s Ministry of Industry and Commerce in collaboration with the Indian Embassy in Bahrain and the Confederation of Indian Industries.

Australian officials say the bushfire threat to the Blue Mountains, west of Sydney, has been averted.  The New South Wales, NSW, Rural Fire Service Commissioner said it will be safe for the residents to return to their homes in the next few hours. He, however, warned that the crisis was not over and that fresh challenges lie ahead in the coming days. Earlier, authorities in New South Wales, NSW had issued an emergency warning for a fresh bushfire, even as more than 3,000 firefighters continue battling devastating blazes raging across the region.

Failing to maintain its initial gains, the Sensex at the Bombay Stock Exchange had declined 221 points, or 1.1 percent, to 20,644 in afternoon trade, a short while ago. But earlier in morning trade, the Sensex had climbed 40 points, or 0.2 percent, to 20,905, on selective buying by funds. Stock markets in Japan, China, Hong Kong, South Korea  and Taiwan had lost between 0.3 percent and 1.9 percent, today. The US Dow Jones Industrial Average had ended 0.5 per cent higher in yesterday's session.

The rupee trimmed its early gains against the US currency, but was still quoted up by 23 paise to 61 rupees 42 paise on bouts of dollar selling by banks and exporters on the back of weak greenback overseas. The rupee resumed sharply higher at 61 rupees 10 paise per dollar as against the last closing level of 61 rupees 65 paise at the Forex Market and moved up further to 61 rupees 5 paise. However, it failed to maintain initial gains and was quoted at 61 rupees 42 paise per dollar at 1040 hrs on US currency demand from importers.

US oil prices extended their losses in Asian trade today. New York's main contract, West Texas Intermediate  for delivery in December, slipped 16 cents to   98 dollars 14 cents a barrel. The November contract expired on Tuesday after declining  1 dollars 42 per cents to settle at  97 dollars 80 cents.

Bangladesh and ILO have launched a  $24 million safety  programme to improve the working conditions in the readymade garment industry. Under the project experts led by Bangladesh University of Engineering and Technology would conduct inspection in around 1500 apparel factories to assess building integrity and fire safety, labour inspection system, occupational safety and health awareness, rehabilitation and skill training for victims, and rights of workers. This initiative coupled with two other initiatives funded by the EU and US retailers respectively is expected to complete the inspection of all garment factories in Bangladesh by the end of 2013. Bangladesh has been under intense international pressure to improve the working conditions in the apparel industry after over 1100 workers were killed in the Rana Plaza building collapse in April, 2013. Around 4 million workers, 80% of which are women,  are engaged in over  3500  apparel factories which bring about 22 billion US$ in export earnings to the country.

Rain has interrupted the fourth Cricket ODI of the 7-match series between India and Australia in Ranchi. Australia were 28 for 2 in 7.2 overs when rain hampered the play. Earlier India won the toss and elected to field. In the Indian side, pacers Ishant Sharma and Bhuvneshwar kumar have been dropped today while Mohammad Shami and Jaydev Unadkat are in. The Aussies, who handed the hosts a dramatic 4-wicket defeat in the last ODI at Mohali, are currently leading the series, 2-1.

India will launch the first interplanetary probe, Mars Orbiter Spacecraft onboard the PSLV C 25 on the fifth of next month from Satish Dhawan Space Centre Sriharikota. The vehicle will lift off at 2.36 pm on that day. The mission is provided with communications and navigational support from NASA. The Mars orbiter will take around 300 days to reach the targeted mission after the scheduled launch.

In the ongoing FIFA-Under 17 Football World Cup, Brazil, one of the strong contenders for the title,  will take on Honduras while Italy will play against Uruguay in Ras Al Kheimah today. In other matches, the host nation UAE will face Slovakia while Ivory Coast will play against New Zealand in Abu Dhabi. Earlier yesterday, defending champions Mexico kept their hopes alive for a quarter final berth after defeating Iraq 3-1 at Al Ain. In another encounter full of ups and downs in Dubai, Argentina defeated Austria 3-2.
