PM to universities: Focus on giving over-riding emphasis on quality

The Prime Minister Dr.Manmohan Singh today asked the universities to focus on giving over-riding emphasis on quality. Addressing a conference of vice chancellors of central universities in New Delhi, Dr.Singh regretted that none of the Indian universities figures among the top 200 in the world. He told the meet being attended by 40 vice chancellors, that too many of them have simply not kept abreast with the rapid changes that have taken place in the world in recent years and were producing graduates in subjects that the job market no longer required.

Noting that the higher education system is often criticised for being unnecessarily rigid both for the faculty and the students, the Prime Minister stressed on the need to introduce flexibility in these institutes to enable them to attract good faculty, raise teaching standards and encourage cutting edge research and nurture talent.

Dr.Singh also asked the VCs that apart from issues of quality and faculty development, they should also focus on extending the reach of education through extension work in contiguous areas.

The Prime Minister said the focus of the government during the 11th Plan on the higher education sector has led the actual enrolment going up from 16.6 crore to 25.9 crore.The gross enrolment ratio for higher education in particular went up from 12.3 per cent in 2006-07 to 17.9 per cent in 2011-12 though, he noted, it was still much below the world average of 26 per cent.He said,the share of education in the total outlay also went up from 6.7 per cent in the 10th Plan to 19.4 per cent in the 11th Plan.

During the period since 2004 when higher education witnessed unprecedented expansion, he said the government established 51 institutions during the 11th Plan period, the highest for any plan period.

These included central universities, Indian Institutes of Technology, Indian Institutes of Management and Indian Institutes of Science Education and Research.

The central universities also more than doubled in the period after 2004-05, increasing from 17 to 44. Each state now has at least one central university, he said and added that the government envisages a very important role for these varsities in setting standards for higher education across the country.

The one day conference was hosted by President Pranab Mukherjee. The then President A P J Abdul Kalam had organised such a meet in 2003.

I&B Min:J&K political parties risen to occasion in supporting all girl music band

Information & Broadcasting Minister Manish Tewari today said, the political parties in Jammu and Kashmir have risen to the ocassion in supporting and giving confidence to the all girl music band Pragaash.

Mr. Tewari said this, while speaking to reporters after the release of the E-version of Urdu Employment news in New Delhi this afternoon.

He said, no compromise can be had on the freedom of speech and expression and everyone should be able to speak openly and also have the patience to hear out others as well. Mr. Tewari said, it is also important that the balance of opinion making is maintained so that the poilitcal discourse is strengthened to hear all views.

The all-girl music band Pragaash had decided to stop performing following online threats and abuses.

Jammu and Kashmir Chief Minister Omar Abdullah had directed the police to investigate the matter and take action against all those who were issuing such threats to the band.

Mr. Tewari said, the true test of democracy is not, how it treats its majority but on how the minorities are treated. The minister said, the launch of E-version of Urdu Employment news is a major step and efforts will also be made to make it available in other regional languages.

Information and Broadcasting minister Manish Tewari also released an E- logo of the Employment news and the Year Book India 2013 brought out by the Publications Division.
Union Coal Minister: No scam in coal sector

Union Coal Minister Sriprakash Jaiswal today said there was no scam in coal sector, including that of coal block allocation in states. He said coal blocks are being allocated since 1993 and the UPA Gvernment has been following earlier process for allocation of coal blocks.

Speaking to media persons at Bhubaneswar, Mr Jaiswal said, since the Coal India Limited (CIL) alone cannot meet the growing demands of coal, the UPA government allocated coal blocks to private players as done by previous governments.

To a question on de-allocation of three coal blocks given to Odisha's public sector undertakings, Mr Jaiswal said, the Ministry has absolutely no role in the process. He said, those who failed to meet the milestone have been served with deallocation notices.

On Odisha government's demand of re-allocation of de-allocated coal blocks, Mr Jaiswal said, the inter-ministerial group takes decision in
that regard and the Coal Ministry has no role in that.
Ministers for Animal Husbandry, dairying & fisheries of States meet tomorrow

Ministers for Animal Husbandry, dairying and fisheries of all States are meeting in New Delhi tomorrow to discuss measures for faster growth of this important sector. Agriculture and Food Processing Industries Minister Mr Sharad Pawar will inaugurate the State Ministers’ Conference.

It will deliberate on important issues like dairying, fisheries, animal diseases and fodder production .

It will also discuss the long-pending draft National Livestock Policy that will guide sustainable growth of the entire livestock sector in the country.Another important subject for discussion is the approach and strategy for livestock and fisheries sector for 12th Plan.

The conference will also focus on the National Dairy Plan, a mega programme for the growth of dairy sector. Its first phase is to be implemented over the next six years in 14 major milk producing States.

Biennial air show, aviation exhibition to be inaugurated by A K Anthony tomorrow

The biennial air show and aviation exhibition will be inaugurated by Defence Minister Mr.A K Anthony tomorrow. Aero India show is a premier aerospace event that attracts global aviation experts, industries and technicians.

It also provides a significant platform in bolstering business opportunities in the international aviation sector. The opening up of defence production to private sector, have given a major fillip to the defence industry in India.

More than 700 companies and 78 overseas delegations will participate in this ninth edition of Aero India, the largest air show in Asia and one of the most important military aviation exhibitions in the world. A range of products and services offered by the Indian defence Industry in the international market will be showcased during the show.

It provides exposure to the Indian Armed Forces, R & D personnel and young engineers to the latest technologies and advancements in the aviation and aerospace Industries. This year, the exhibition has drawn participants from the United States, Israel, Russia, France, United Kingdom, Germany, Belgium, Bulgaria, Italy, Ukraine, Australia, Belarus, Czech Republic, Japan, Norway, South Africa, Spain, Switzerland, Austria, Brazil, Canada, Netherlands, Romania, Sweden, United Arab Emirates (UAE) and Singapore.

The highlight this year will be the participation of the famous aerobatic team from the Czech Republic popularly known as the ‘Flying Bulls’ or ‘Red Bulls’, the Russian Air Force aerobatic team ‘Russian Knights’ and the IAF's ‘Sarang’ helicopter aerobatic display team comprising indigenous Dhruv helicopters will display their flying prowess.

Central team to visit Cauvery districts of TN, to submit report to SC tomorrow

The central team which visited the Cauvery delta districts of Tamil Nadu to assess the crop loss will submit its report to Supreme Court tomorrow. The Supreme Court bench consisting of Justices R M Lodha, Madan B Lokur and Chelemeshwar yesterday issued orders to the Centre to send a team to delta districts to assess the crop loss and water requirement.

The central team consisting of Agriculture department crops Deputy Commissioner Pradeep Kumar Sha ,Central Water Commission Chief Engineers K C Jacob, Mahendran and Virender Sharma today inspected the samba crop loss in delta districts of Tamil Nadu including Tiruchirapalli, Thanjavur , Tiruvarur and Nagapattinam. The central team visited Kattur Papakurichi in Tiruchi district, , Koil Pathu and Rayanthur in Thanajavur district and Perugavaznthan, Vilamkadu in Tiruvarur district. The farmers showed the affected samba crops to the team and with tears urged the need of water to save their paddy crops.
Sonia to launch Child Health Screening & Early Intervention Services programme in Maharashtra tomorrow

The government will launch a national programme for universal screening of children to detect birth defect and development delays including disabilities. UPA chairperson Sonia Gandhi will launch the Child Health Screening and Early Intervention Services programme in Palghar, Maharashtra tomorrow.

It will generate countrywide epidemiological data on selected health conditions for improved future planning of health services. The service is intended to benefit an estimated 27 crore children in the age group of 0-18 in a phased manner.
