Suspected Chinese spy arrested in Himachal Pradesh

In Himachal Pradesh, the Kangra district police claims to have arrested a suspected Chinese spy from McleodGanj near Dharamsala, the seat of Tibetan spiritual head Dalai Lama. The accused was arrested on the basis of a complaint from Tibetan security agencies.
SP Kangra Balbir Thakur said he has been identified as Pema Tsering and was under observation of the police since last few days. He said preliminary investigations revealed that he entered India in 2009 through Nepal border and had been residing in Delhi before coming to Dharamsala. An Indian voter Identity Card and Aadhar Card were recovered from him and both the documents are registered at Chandni Chowk, Delhi.
Thakur said that police is verifying the validity of the documents and he has admitted during interrogations that he is ex- Peoples' Liberation Army Personnel.
Vidarbha region reeling under heat wave

Entire Vidarbha region is reeling under heat wave. For the past few days, maximum temperature has been rising steadily. Chandrapur remained the hottest place with maximum temperature of 48.2 degrees Celsius. Nagpur recorded 46.8 degree Celsius temperature.

 Large parts of Himachal Pradesh, Jammu, Punjab, Haryana and Rajasthan continue to face severe heat wave conditions. MET office says it is likely to continue for the next 48 hours. In the national capital region of Delhi also heat wave continue with maximum and minimum temperatures hovering around 45 degree Celsius and 32 degrees Celsius. Met office says rain and thunder showers would occur at one or two places in the Jammu and Kashmir region and parts of Himachal Pradesh by Saturday. Heat wave conditions have however been abated from Uttrakhand. MPHRC moves HC for removal of liquor shops  In Madhya Pradesh, the State Human Rights Commission has filed a writ petition in the High Court about removal of liquor shops from the densely populated areas alleging that the state government didn't respond to its recommendation on the matter. The Commission has requested court to give directions to move away all liquor shops located in densely populated areas of the state. It said that this matter is related to human rights of people. |

President arrives in Shimla on three-day visit to HP

President Pranab Mukherjee arrived in Shimla on Thursday evening on a three days visit to Himachal Pradesh. He was received at the Kalyani Helipad about 15 kms. from Shimla by the Governor Mrs. Urmila Singh, Chief Minister Virbhadra Singh along with other senior administrative , police and military officials. He straight drove to nearby Retreat Bunglow in Charabra, the President’s summer suit.

Uttarakhand Annual Plan for 2013-14 finalized

The Planning Commission on Thursday finalized an Annual Plan outlay of 8500 crore rupees for Uttarakhand for the year 2013-14 . The decision to this effect was taken at a meeting held between Deputy Chairman, Planning Commission, Montek Singh Ahluwalia and Chief Minister of Uttarakhand ,Vijay Bahuguna in New Delhi.
In his comments ,Mr Ahluwalia said that despite development constraints, State has done well in picking up pace of development. He said that noticeable improvements have been registered in various segments including health and education. The Planning Commission recognised the relevance of developing Teri Dam area as an international tourism destination and asked State Government to give a full presentation on the project to evolve a plan to fund this project.
During the meeting, the Chief Minister Mr Bahuguna sought the Commission support in getting green bonus for protecting forests and compensation for power projects stalled due to environmental clearances. He said despite constraints the State is well set to achieve growth rate target for the 12th Plan.

Assam ranks third in child sex ratio

Assam has ranked third in child sex ratio in the country. As per the 2011 census report released in Guwahati on Thursday, Assam has recorded 962 sex ratio in the age group of Zero to 6 years, which is higher than the national average of 919. In 2001 ,the child sex ration was 935.
Udalguri district topped the list with a sex ratio of 973.It may be recalled that Dima Hasao which has the lowest child sex ratio among all districts with 932 girl child against per 1000 boys of 0 to 6 years ,is above the national average .
Assam has also recorded 72.2 percent literacy rate. The gender gap in literacy is 11 point 5 percent where the national average is 16 point 3 percent. Female literacy rate has also been increased to 11 point 7 percent in comparison to 2001 census which indicates the proper implementation of welfare schemes. As a whole, the state has registered 3 crore 12 lakh population where 86 percent population lives in rural areas.

No respite from heat wave in HP

In Himachal Pradesh, the rising trend of temperature in lower and mid hills also continued today, giving no respite to the people from the current heat wave.
Six major cities recorded maximum temperatures in between 36.0 to 45.2 degree Celsius. Una town bordering Punjab was warmer today with 45.2 degree temperature, highest in the state.
Capital Shimla recorded 30.8 degree Celsius. According to met office this trend of weather will continue till next two days.

Punjab becomes first state to start e-payment system in Govt offices

In Punjab, all treasury offices have been computerized and it has become the first state in the country ensuring payments on line. Punjab Finance Minister, Parminder Singh Dhindsa said in Chandigarh that payments of 3218 crore rupees were made to 7 lakh beneficiaries in one month by online system.
He said that Integrated Financial Management System (IFMS) has been monitoring the system of online payments from its inception on 1st April this year. E-Payment system has been implemented in all Government Offices whose transactions are being done through treasury offices. Finance Minister said that Punjab government's next mission is to set up Cyber Treasuries.

110.50 lakh tonnes wheat procured in Punjab

In Punjab, government agencies and private millers procured more than 110 lakh 65 thousand tonnes of Wheat so far. Out of total procurement of wheat Government agencies procured 98.8 per cent. Punjab Government agency MARKFED is leading in procurement by procuring 24 lakh tonnes of wheat. The Central Government agency FCI has procured 19 lakh 35 thousand tonnes of wheat .Sangrur district is leading in procurement.
Solution to Naga issue key for peace in Arunachal districts : J J Singh

Outgoing Arunachal Governor Gen (Retd) JJ Singh has said the insurgency problem in Tirap, Changlang and Longding districts of the state can be solved only after the Naga insurgency problem is solved. Interacting with media persons at Raj Bhawan on Thursday, the Governor said the problems in the three districts are the spillover from the neighbouring state.
He called for a sincere dialogue process to end insurgency in the region and said there should be a viable surrender package where surrendered militants should be given a lump sum grant, rehabilitation and skill training for their future sustenance. JJ Singh said Arunachal has made big strides in several sectors during the last five years. However so much needs to be done to make Arunachal a modern and developed state. He said ensuring peace and security for the citizens was the biggest challenge for him during his over 5 years posting as Governor.
He however said violence has been controlled to a large extent and people have also showed a lot of maturity. Urging the people to bring a solution to the airport issue, he said development will be hindered in the absence of air connectivity. He said the spirit of “Team Arunachal’ should continue as it is a dream, a symbol of unity in diversity for the Arunachalees.
