The Model Code of Conduct has come into force in five States going for Assembly polls. Also for the first time, voters in all the five states of Delhi, Rajasthan, Mizoram, Chhattisgarh and Madhya Pradesh will have the choice of 'None of the above option' to reject the candidates contesting the election in a constituency. 
    
Announcing  the poll schedule in New Delhi, the Chief Election Commissioner, V. S. Sampath said except Chhattisgarh where polls will be held in two phases, all other four states will have single phase polls. The elections will be held in Chhattisgarh on 11th and 19th November. While, in Madhya Pradesh the polls will be on 25th November and in Rajasthan on 1st December. The election in  Delhi and Mizoram will be held on 4th December. Counting of votes in all the states will take place on 8th of  December.  Mr. Sampath said,  Central Awareness Observers will be deployed for the first time, to oversee the efficient and effective management of the electoral process.
 
For the first time we will be deploying awareness observers. They are central awareness observers. Their role will be mainly to oversee the measures for voter awarness, voter facilitation with a view to motivate voters, with a view to increase in turn out. The by-election to Surat West Assembly constituency of Gujarat and Yercaud constituency of Tamil Nadu will also be held on 4th December. Counting will take place on 8th December alongwith counting for five Assembly elections.

Rail fares will go up by about two per cent from Monday. Railways has also decided to increase the freight tariff by about 1.7 per cent effective from 10th of this month.  An official release said in New Delhi that there will however be no increase in Second Class Ordinary, sub-urban and Second Class Monthly Season Tickets Fares. It said, fare for non- suburban class will go up by a maximum of five rupees in select distance slabs while in other distance slabs there would be no change in existing fares. In all other classes, the revised fares would be about 2 per cent higher than the existing fares.  The decision on the fresh round of hike has been taken under the system of fuel adjustment component about which an announcement was made in this year's rail budget.

In Andhra Pradesh, tension continues to prevail in Rayalaseema and Coastal Andhra regions as people in large numbers came out yesterday on the first day of the 72-hour bandh in protest against the Union Cabinet’s approval tobifurcate the state. The Centre has been requested to provide additional forces for deployment in the two regions as public demonstrations turned violent at several places 

The 72-hour long bandh against the proposed state division has entered the second day today. Protesters attacked public and private properties including Congress party offices and Pradesh Congress President’s properties and the two regions witnessed almost a total shut down. The highways were blocked, schools colleges, business and offices were closed down. Tensions ran high in Vijayawada where thousands of students came out to protest against the bifurcation. Electricity Generation was affected with the employees of electricity department joining strike. Electricity supply to other southern states was also partially affected. -Lakshmi, airnews, Hyderabad.

Scrutiny of the tapped conversations of former corporate lobbyist Niira Radia with influential people has revealed that they were not restricted to 2G spectrum alone and throw light on different aspects like recruitment of members in Railway Board.  A bench of justices G S Singhvi and V Gopal Gowda said, it has been observed from the scrutiny of the  intercepted conversations of Radia that actually the money was paid in the recent issues concerning the Railway Board Member.  The bench however cautioned that there should not be a one-sided view and a thorough probe be conducted as the issues involved are extremely serious.

RBI Governor Raghuram G Rajan has said that a committee has been constituted to scrutinize the applications for new banking licences. Talking to media persons after a meeting of Board of Governors in Chhattisgarh, he said former RBI governor Bimal Jalan would head the committee while former deputy governor Usha Thorat, SEBI’s first chairman Chandu Bhave and RBI board member Nachiket Mor would be its members. He hoped that the committee would be able to submit its report by January next year.  RBI has so far received 26 applications for new banking licences.

As a fall out of the partial government shut-down in the United States, negotiations for a free trade deal between the US and Europe have been postponed. US officials have confirmed that the talks, which were due to be held next week, have been put on hold. The deal was to be thrashed out in Brussels, which officials said could boost the economic partnership and create jobs on both sides of the Atlantic. They say, they will have to wait until the shutdown is over.

Belgium has assured India of its co-operation for an early conclusion of the Broadbased Trade and Investment Agreement with the European Union. Stating this in an exclusive interview to AIR News in Brussles last evening, the Indian ambassador to Belgium and European Union, Dinkar Khullar said bilateral trade between India and Belgium is expected to expand and get back to the original target. 
 
We do have a srategic partnership with the European Union. We have annual summit arrangements, which is being conducted in Brussels and India in alternative years. But we have always maintained, we have very strong ties with individual members of the European Union.

In the second leg of his official tour, President Pranab Mukherji is leaving Belgium for Turkey today. He would be paying a three day state visit to Turkey.  During the period, Mr. Mukherji would be visiting Istanbul, Capadocia and the capital city of Ankara where he will interact with his counterpart. Earlier in an interview to the Turkish CIHAN News Agency, Mr. Mukherji said during his visit new thrust areas in the Indo-Turkish relationship will be identified.

Prime Ministers of India and Bangladesh will jointly inaugurate the Bharat- Bangladesh Vidhyut Sanchalan Kendra at Bheramara, Bangladesh today through video conferencing. With the switching on of the India-Bangladesh Electricity Grid Inter connection, 175 MW of power will start flowing to Bangladesh from India from today which will go up to 250 MW by 15th of this month. 
  
The intergrid connecitivity will facilitate tranmission of 500 MW of power by November this year which will contribute substantially to address the power deficiecny in Bangladesh. Consequent to an MOU signed between the two countries in 2010, a 104 km transmission line between India's Eastern Grid in Baharampur in West bengal and Bangladesh's Western Grid in Bheramara has been established. In Uttarakhand, the much awaited pilgrimage for the holy shrine Kedarnath resumed today after the disaster in June. The number of pilgrims have been restricted this time. Our correspondent reports that the pilgrimage for Badrinath shrine has also started from today.
     
The pilgrims visiting Kedarnath by helicopter will not be allowed for night halt. The district administration at Mandir samiti are making arrngements for food and shelter at the prominent stations on yatra route. Pilgrims will be allowed to move ahead after undergoing medical check up which will be provided free of cost at Guptkashi. In order to avert any eventuality the doctors have been deployed at Sonprayag, Bhimbali, Lincholi and Kedarnath. In the International Year of Mathematics, All India Radio is going to start a new radio science serial on mathematics named Magic of Numbers , Anko ke Khiladi in Hindi from tomorrow. The serial will have 26 episodes on the life and works of 23 Mathematicians. It has been jointly produced by Vigyan Prasar, National Council for Science and Technology Communication and All India Radio. It will be broadcast in Hindi and English on Indraprastha and Rajdhani channels. It will also be available from 117 stations of All India Radio in 19 languages.

निर्वाचन आयोग ने कल पांच राज्यों में विधानसभा चुनाव का कार्यक्रम घोषित किया। उसके साथ ही आदर्श आचार संहिता लागू हो गई है। इन पांच राज्यों - दिल्ली, राजस्थान, मिजोरम, छत्तीसगढ़ और मध्य प्रदेश में मतदाताओं के पास पहली बार अपने-अपने निर्वाचन क्षेत्र में उम्मीदवारों को नामंजूर करने के लिए ÷इनमें से कोई नहीं' का विकल्प होगा। 

नई दिल्ली में चुनाव कार्यक्रम की घोषणा करते हुए मुख्य निर्वाचन आयुक्त वी. एस सम्पत ने कहा कि छत्तीसगढ़ को छोड़कर बाकी चार राज्यों में एक चरण में मतदान कराया जाएगा। छत्तीसगढ़ में ११ और १९ नवम्बर को वोट डाले जाएंगे। मध्य प्रदेश में २५ नवम्बर, राजस्थान में पहली दिसम्बर तथा दिल्ली और मिजोरम में ४ दिसम्बर को वोट डाले जाएंगे। सभी राज्यों में वोटों की गिनती आठ दिसम्बर को कराई जाएगी। 

मुख्य निर्वाचन आयुक्त ने बताया कि निर्वाचन प्रक्रिया के कुशल और प्रभावी प्रबंधन पर नजर रखने के लिए केन्द्रीय जागरुकता 
पर्यवेक्षक तैनात किये जाएंगे।

पहली बार हम जागरूकता पर्यवेक्षकों की तैनाती करने जा रहे हैं। उनकी भूमिका मुख्य रूप से मतदाताओं को जागरूक करने की होगी ताकि अधिक से अधिक मतदाताओं को वोट देने के लिए प्रेरित किया जा सके।

गुजरात में सूरत पश्चिम विधानसभा सीट और तमिलनाडु में येरकोड सीट के उपचुनाव के लिए चार दिसम्बर को मतदान होगा। इन सीटों के लिए भी वोटों की गिनती आठ दिसम्बर को होगी।

रेल किराए में सोमवार से लगभग दो प्रतिशत की बढ़ोतरी हो जाएगी। रेलवे ने इस महीने की दस तारीख से माल भाड़े में भी लगभग एक दशमलव सात प्रतिशत वृद्धि करने का फैसला किया है।

नई दिल्ली में सरकारी विज्ञप्ति में बताया गया कि उपनगरीय मार्ग पर सामान्य द्वितीय श्रेणी और द्वितीय श्रेणी के मासिक टिकट में कोई बढ़ोतरी नहीं होगी। यह बताया गया कि उपनगरीय मार्ग के अलावा चुने हुए दूरी के स्लेब पर अधिकतम पांच रुपए की वृद्धि होगी, जबकि दूरी के अन्य स्लेब के मौजूदा किराए में कोई बदलाव नहीं किया गया है। अन्य सभी श्रेणियों के मौजूदा किराए में लगभग दो प्रतिशत की वृद्धि हो जाएगी। 

बजट प्रस्ताव में कहा गया था कि हर छह महीने बाद रेल सेवा पर आने वाले खर्च और मौजूदा बाज+ार स्थितियों के मद्देनज+र यात्री किराए और माल भाड़े को बढ़ाया जा सकता है।

तेलंगाना राज्य के गठन को केन्द्रीय मंत्रिमण्डल की मंजूरी मिलने के विरोध में आंध्र प्रदेश के रायलसीमा और तटीय आंध्र के क्षेत्रों में तनाव बना हुआ है। कल ७२ घण्टे के विरोध के पहले दिन लोग बड़ी तादाद में सड़कों पर उतर आए। सिरीकाकुलम, विजयनगरम, कडप्पा और अनन्तपुर जैसे कई क्षेत्रों में हिंसक प्रदर्शनों के मद्देनजर दो क्षेत्रों में केन्द्र से अतिरिक्त सुरक्षा बल तैनात करने का अनुरोध किया गया है। हमारी संवाददाता ने बताया है कि वाईएसआर कांग्रेस के अध्यक्ष वाई एस जगनमोहन रेड्डी ने घोषणा की है कि वह राज्य के बटंवारे के विरोध में आज से हैदराबाद में अनिश्चितकालीन अनशन शुरू करेंगे।

राज्य के बंटवारे के विरोध में कल कई जगहों पर लोगों ने हिंसक प्रदर्शन किया। राज्य सरकार ने स्थिति को देखते हुए सीमांध्र क्षेत्र में अतिरिक्त पुलिसबलों की तैनाती की मांग की है। पुलिस को अपेक्षा है कि एक-दो दिन में अर्द्धसैनिक बलों और सीआरपीएफ की अतिरिक्त टुकड़ियां तैनात की जाएंगी। राज्य के विभिन्न भागों में पहले से ही अतिरिक्त पुलिसबलों की ४५ कंपनियां लगाई गई हैं। इसी बीच, राज्य के बंटवारे के विरोध ७२ घंटे के बंद का आज दूसरा दिन है। बंद से जनजीवन प्रभावित है। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ समाचार कक्ष से मैं ऋतु श्रीवास्तव।

भारतीय रिजर्व बैंक के गवर्नर रघुराम जी. राजन ने कहा है कि नये बैंकों के लाइसेंस जारी करने के लिए आवेदनों की जांच के वास्ते समिति का गठन किया गया है। छत्तीसगढ़ में संवाददाताओं से बातचीत में उन्होंने बताया कि भारतीय रिजर्व बैंक के पूर्व गवर्नर बिमल जालान समिति के अध्यक्ष होंगे। श्री राजन ने उम्मीद ज+ाहिर की कि समिति अगले वर्ष जनवरी तक रिपोर्ट पेश कर देगी। भारतीय रिजर्व बैंक को अब तक नये बैंकों के लाइसेंस के लिए २६ आवेदन मिले हैं।

भारत और बंगलादेश के प्रधानमंत्री आज वीडियो कॉन्फ्रेंसिंग के जरिए बंगलादेश में भीरामारा में स्थित भारत-बंगलादेश विद्युत संचालन केन्द्र का मिलकर उदघाटन करेंगे। इस महीने की १५ तारीख तक बंगलादेश को मिलने वाली बिजली बढ़कर २५० मेगावॉट हो जाएगी। 

भारत-बंगलादेश विद्युत अंतर ग्रिड कनेक्शन के चालू हो जाने से बंगलादेश को शुरूआत में एक सौ ७५ मेगावाट बिजली मिलने लगेगी। वर्ष २०१० में दोनों देशों के बीच समझौता ज्ञापन पर हस्ताक्षर होने के बाद भारत के पूर्वी ग्रिड और बंगलादेश के पश्चिमी ग्रिड को जोड़ने के लिए पश्चिम बंगाल में बहरामपुर और बंगलादेश में भीरामारा के बीच एक सौ चार किलोमीटर लम्बी पारेषण लाइन स्थापित की गई है। बंगलादेश के बिजली विकास निगम और भारत के एनटीपीसी के बीच २०१२ में बिजली खरीद समझौते पर हस्ताक्षर किए गए थे जिसमें पच्चीस वर्षों के लिए बिजली खरीद और आपूर्ति का प्रावधान है। ढाका से मेलिंडा डियास की रिपोर्ट के साथ, समाचार कक्ष से मैं, रीता कपूर।

अमरीका में सरकारी कामकाज ठप्प होने के कारण यूरोपीय संघ के साथ उसके मुक्त व्यापार समझौते के लिए वार्ता स्थगित कर दी गई है। यह वार्ता अगले सप्ताह होने वाली थी। अमरीकी अधिकारियों ने वार्ता स्थगित होने की पुष्टि की है। अधिकारियों के अनुसार मुक्त व्यापार समझौते से दोनों पक्षों के बीच आर्थिक भागीदारी को बढ़ावा मिलेगा और दोनों ओर रोज+गार के अवसर बढ़ेंगे।

इस बीच, अमरीकी राष्ट्रपति बराक ओबामा का एशिया दौरा रद्द हो गया है। राजनेताओं के बीच गतिरोध को दूर करने के लिए कोई समझौता न होने के कारण लाखों सरकारी कर्मचारी अब तक काम पर नहीं लौटे हैं या उन्हें वेतन नहीं मिल रहा है।

राष्ट्रपति प्रणब मुखर्जी राजकीय यात्रा के दूसरे चरण में आज बेल्जियम से तुर्की रवाना हो रहे है। तीन दिन के बेल्जियम दौरे के बाद अब वे तुर्की में भी तीन दिन का प्रवास करेंगे। इस अवधि में श्री मुखर्जी इस्तांबुल, केपाडोसिया और राजधानी अंकारा जाएंगे, जहां वे तुर्की के राष्ट्रपति के साथ विचार विमर्श करेंगे। आज तुर्की पहुंचने पर श्री मुखर्जी को इस्तांबुल विश्वविद्यालय की ओर से एक मानद उपाधि प्रदान की जायेगी।

इससे पहले, ब्रसेल्स में श्री मुखर्जी का कार्यक्रम काफी व्यस्त रहा। उन्होंने बेल्जियम के प्रधानमंत्री इलियो डे रूपो और सम्राट फिलिप से मुलाकात कर आपसी संबंधों को मजबूत बनाने की संभावनाओं पर चर्चा की। उनकी यात्रा के दौरान शिक्षा के क्षेत्र में सहयोग बढ़ाने के लिए दोनों देशों के विश्वविद्यालयों के बीच पांच सहमति पत्रों पर हस्ताक्षर किए गए।

अंतर्राष्ट्रीय गणित वर्ष के उपलक्ष्य में आकाशवाणी, कल से गणित पर आधारित एक नया रेडियो विज्ञान हिन्दी धारावाहिक अंकों के खिलाड़ी शुरू कर रहा है। २६ भागों का यह धारावाहिक २३ गणितज्ञों के जीवन और कार्यों पर आधारित है। इस कार्यक्रम को आकाशवाणी तथा राष्ट्रीय विज्ञान और तकनीकी दूरसंचार की राष्ट्रीय परिषद, विज्ञान प्रसार ने संयुक्त रूप से तैयार किया है। इसका प्रसारण इंद्रप्रस्थ और राजधानी चैनलों पर हिन्दी और अंग्रेज+ी में किया जाएगा। यह कार्यक्रम आकाशवाणी के ११७ केन्द्रों से १९ भाषाओं में प्रसारित किया जाएगा।

उत्तराखंड में जून में आई आपदा के बाद चिर प्रतीक्षित पवित्र केदारनाथ धाम की  तीर्थ यात्रा आज से शुरू हो गयी। इस बार तीर्थ यात्रियों की संख्या सीमित कर दी गई है। आज ही से बद्रीनाथ की तीर्थ यात्रा भी शुरू हो गयी है। इसके साथ ही चारों धाम की यात्रा आज से शुरू हो गई। गंगोत्री और यमुनोत्री धाम की तीर्थ यात्रा पहले ही शुरू हो गई है।

The schedule for  assembly elections in Delhi, Rajasthan, Mizoram, Chhattisgarh and Madhya Pradesh has been announced. Except, Chhattisgarh where polls will be held in two phases, all four states will have single phase polls.  The elections in Chhattisgarh will held on 11th and 19th November. While,  in Madhya Pradesh the polls will be conducted  on 25th November and  in Rajasthan it will be held on 1st December. The election in Delhi and Mizoram will be held on 4th December. Counting of votes in all states will take place on 8th of  December.

Announcing  the poll schedule  in New Delhi today,  the Chief Election Commissioner, V. S. Sampath said that the commission will take all  steps to conduct free and fair elections.  He said that the Commission, for the first time, is also taking necessary steps to make available the None of the Above option for the voters. 

Commission is taking necessary steps to educate the voters on polling officials in this regard so that the facility of NOTA will be made available to the voters in the forthcoming elections. 

The Chief Election Commissioner also announced that  the model code of conduct has come into force with immediate effect. 

Model code of conduct comes into force with immediate effect from this moment when we make announcement of the election schedules.

The by-elections to Surat West assembly constituency of Gujarat and Yercaud  assembly constituency of Tamil Nadu will also be held on 4th December. The counting will be held on 8th December.

The Congress today expressed confidence that its policies will earn it the mandate in five poll-bound states. Party spokesperson Meem Afzal told reporters in New Delhi that there is nothing like semifinal or quarter final in elections and for the Congress, every election is final.

In Andhra Pradesh, normal life was paralysed in Rayalaseema and Coastal Andhra regions today on the first day of the 72-hour long bandh in protest against the Union Cabinet approval to bifurcate the state. Sporadic incidents of stone pelting and attack on public and private properties have been reported from some places. The AP NGOs association called for 48-hour long bandh while some political parties called for three day bandh. An almost total shutdown is being observed with thousands of people from all walks of life coming on the streets in protest against the bifurcation of Andhra Pradesh. 

The pro-United Andhra groups have demonstrated their anger and protest against the state division a day after the Union Cabinet approved the formation of separate Telangan state. Stray incidents of violence reported from some places on the first day of the three day bandh while 13 districts of Rayalaseema and Coastalandhra regions witnessed near total shutdown with thousands of people from all walks of life came on to streets protesting against the bifurcation. Offices, Educational institutions and commercial establishments have been closed. The agitators laid seize on the national highways at several places blocking vehicular traffic for tens of kilometers distance-Lakshmi, Arnews, Hyderabad.

Tourism Minister, K. Chiranjeevi and Minister of State for Railways, Kotla Jaya Surya Prakash Reddy, today resigned from their posts. Both have resigned in protest  against the Union Cabinet's decision to go ahead with the proposed bifurcation of Andhra Pradesh.  Talking to AIR, Mr. Reddy confirmed his resignation. While, Mr. Chiranjeevi office said that he has sent his resignation letter to the Prime Minister.

In Jammu and Kashmir, the army today foiled a fresh infiltration bid in the Keran sector killing two terrorists. Quoting army sources, our correspondent reports that the encounter occured at Gujurtur near the Line of Control during the wee hours today. The area is adjacent to the location of the ongoing operation in the Keran sector which has been continuing for the last ten days. Sources say, the 10-day old operation is also in the final stage, but details about the number of militants involved and those killed are not yet known.

Twelve Maoists, including five women, surrendered before police in Malkangiri district of Odisha today. All the maoists were involved in murder, encounters with the police, setting off landmines, loot, extortion, and burning of vehicles in the past several years. Over 50 Maoists have surrendered before police in the area in last four months.

Underlining the need to learn the right lessons from the Uttarakhand tragedy, Prime Minister Manmohan Singh said the country has to equip itself in a better way to prevent disasters and check their fall out. Dr. Singh said this while, addressing the ninth formation day of National Disaster Management Authority (NDMA) in New Delhi today. The Prime Minister said, such disasters have serious implications for the sustained growth and development of the economy as scarce resources are required to be deployed to address their negative consequences.

The Prime minister said, it  is also very important that we integrate and mainstream disaster risk reduction strategies into our mainstream development initiatives.

Much remains to be done to make our country disaster resilient. An early warning capabilities need to be strengthen and upgraded. Our communication systems need to be improved to ensure to disaster alerts and warnings reach the last person in the village without delay.

The Centre today moved the Supreme Court seeking modification in an earlier order by the apex court which said Aadhar card is not mandatory and no person should be deprived of any government schemes for want of it. A bench headed by Chief Justice P Sathasivam said that the plea of the Centre will be taken up for hearing on October 8. Appearing for the Centre, Solicitor General Mohan Parasaran said, the earlier order of the apex court  could come in the way of various welfare schemes.

In an important medical leap, India today unveiled its first indigenously developed vaccine for treating Japanese Encephalitis, a mosquito-borne viral disease that affects the brain. The manufacturer of the vaccine named JENVAC claims that the highly purified inactivated vaccine can be administered during epidemics without the fear of adverse effects. It is available in both single dose and five dose presentations.  

Health Minister Ghulam Nabi Azad said that the vaccine's development which has been developed under the Public Private Partnership mode,is a remarkable milestone in the emergence of India as an innovative and self-sufficient technology hub.

Till now, we were importing the vaccine from China and sending it wherever it was needed in the country. But for the first time, under public-private  partnership, our scientists worked day and night on it, for the last four years.

Afghanistan today qualified for their maiden ICC World Cup.   In the World Cricket League Championship at Sharjah, the strife-torn nation defeated Kenya by seven wickets to finish second with 19 points.  Deciding to field after winning the toss, Afghanistan dismissed Kenya for 93 in 43.3 overs and then achieved the target in 20.5 overs with seven wickets to spare.

In a move to give relief to family pensioners especially the widows, the government has relaxed  the  norms of submission of form 14 by Spouse to Pension Disbursing Bank in case of joint account. Now, the spouse may inform the bank about the  death of the pensioner by way of a simple letter enclosing a copy of death certificate. The paying bank will identify the spouse based on the information given in the Pension Payment Order and its own Know Your Customer procedures.

Minister of State for Personnel, Public Grievances and Pensions V Narayanasamy  said that  in case, where the pension is not being credited to the joint bank account of the pensioner , the attestation by two gazetted officers will not be required  and  witness of two persons  will be sufficient.

निर्वाचन आयोग ने दिल्ली, राजस्थान, मिजोरम, छत्तीसगढ और मध्यप्रदेश की विधानसभा चुनाव तिथियों की घोषणा कर दी है। मध्यप्रदेश में एक ही चरण में २५ नवम्बर को मतदान होगा, छत्तीसगढ में दो चरणों में वोट डाले जाएंगे। पहले चरण में ११ नवम्बर और दूसरे चरण में १९ नवम्बर को मतदान होगा। राजस्थान में मतदान एक दिसम्बर को होगा। दिल्ली और मिजोरम में एक ही चरण में चार दिसम्बर को वोट पडे+ंगे। सभी राज्यों में मतगणना आठ दिसम्बर को होगी।
विधानसभा चुनाव तिथियों की घोषणा करते हुए मुख्य निर्वाचन आयुक्त वी एस सम्पत ने कहा कि मतदाताओं के लिए इनमें से कोई नहीं का विकल्प उपलब्ध कराने के लिए आयोग आवश्यक कदम उठा रहा है।

माननीय उच्चतम न्यायालय ने ईवीएम में इनमें से कोई पसंद नहीं यानी छव्ज्। का विकल्प प्रदान करने के लिए विस्तृत निर्देश दिए हैं। चुनाव आयोग मतदाताओं और मतदान अधिकारियों को इस संबंध में शिक्षित करने के लिए आवश्यक कदम उठा रहा है। ताकि इन्हीं चुनावों से ही ईवीएम में छव्ज्। की सुविधा शुरू हो जाए।

निर्वाचन आयुक्त ने बताया है कि आयोग स्वतंत्र और निष्पक्ष चुनाव के लिए पहली बार जागरूकता पे्रक्षंक भी तैनात करेगा।
श्री सम्पत ने आदर्श आचार-संहिता तत्काल प्रभाव से लागू होने की भी घोषणा की।

मैं ये घोषणा करना चाहता हूं कि हमारे चुनाव कार्यक्रम की घोषणा के साथ ही आदर्श आचार संहिता लागू हो गई है।
उधर, गुजरात में सूरत पश्चिम विधानसभा सीट और तमिलनाडु में येरकॉड विधानसभा सीट के लिए उप चुनाव भी ०४ दिसम्बर को  होंगे। उपचुनाव की मतगणना ०८ दिसम्बर को होगी।

कांग्रेस ने विश्वास व्यक्त किया है कि सभी पांचों राज्यों में उसकी नीतियां, जनादेश हासिल करेगी। पार्टी प्रवक्ता मीम अफजल ने आज नई दिल्ली में कहा कि चुनावों में सेमीफाइनल या क्वार्टर फाइनल जैसी कोई बात नहीं है और कांग्रेस के लिए हर चुनाव फाइनल है।

आंध्रप्रदेश में राज्य के विभाजन के केन्द्रीय मंत्रिमंडल के फैसले के विरूद्ध ७२ घंटे के  बंद के पहले दिन आज रायल सीमा और तटीय आंध्र क्षेत्र में  जन-जीवन ठप्प रहा। हमारी संवाददाता ने बताया है कि आंध्रप्रदेश के गैर सरकारी संगठनों के संघ ने ४८ घंटे के बंद का आह्‌वान किया है जबकि कुछ राजनीतिक दलों ने तीन दिन के बंद का आह्‌वान किया  है।

अलग तेलंगाना राज्य के गठन के लिए केंद्रीय मंत्रिमंडल की मंजूरी मिलने एक दिन बाद एकीकृत आंध्र समर्थक संगठनों ने राज्य के विभाजन के खिलाफ विरोध प्रदर्शन किया। तीन दिवसीय बंद के पहले दिन कुछ स्थानों पर छिटपुट हिंसा के समाचार हैं जबकि रॉयल सीमा के १३ जिलों और तटीय आंध्र के क्षेत्रों में बंद  देखा गया। हजारों लोग राज्य के विभाजन के खिलाफ सड़कों पर प्रदर्शन करते देखे गए। कार्यालय, शैक्षिक संस्थान, व्यावसायिक प्रतिष्ठान बंद रहे। राष्ट्रीय राजमार्ग पर कई स्थानों पर वाहनों को भी रोका गया। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ समाचार कक्ष से मैं मनीषा खन्ना।

मुख्यमंत्री किरनकुमार रेड्डी ने राज्य में शांति और अमन बनाये रखने के लिए पुलिस को निर्देश देते हुए कहा है कि राज्य में किसी भी तरह की हिंसा नहीं होनी चाहिए। मुख्यमंत्री ने सीमांध्र बंद के सिलसिले में आज  हैदराबाद में एक उच्चस्तरीय बैठक में कानून व्यवस्था की स्थिति की समीक्षा की।  मुख्यमंत्री ने एक बैठक में सीमांध्र क्षेत्र के सभी मंत्रियों और विधायकों से बातचीत में भावी कार्रवाई के बारे में चर्चा की।

सेना ने आज तड़के जम्मू कश्मीर के केरन सैक्टर में घुसपैठ की कोशिश को नाकाम कर दिया। हमारे संवाददाता ने बताया कि नियंत्रण रेखा के पास गुजुरतुर में हुई मुठभेड़ में दो आतंकवादियों को मार गिराया है। केरन सैक्टर में पिछले दस दिन से जारी सेना की कार्रवाई अब अंतिम चरण में है। मुठभेड़ करने वाले और अब तक मारे गये उग्रवादियों की संख्या के बारे में अभी जानकारी नहीं मिल पाई है।

राष्ट्रपति प्रणब मुखर्जी ने कहा है कि युद्ध के विनाशकारी परिणाम महात्मा गांधी के शांति के संदेश की सनातन प्रासंगिकता और सार्वभौमिकता के महत्व को रेखांकित करते हैं। वे आज ब्रसेल्स में अज्ञात सैनिकों के स्मारक पर प्रथम विश्व युद्ध के शहीद सैनिकों को श्रद्धांजलि अर्पित कर रहे थे। राष्ट्रपिता महात्मा गांधी को याद करते हुए श्री  मुखर्जी ने स्मारक की अतिथि पुस्तिका में लिखा कि ''शांति के अलावा और कोई चारा नहीं है, शांति ही एक मात्र रास्ता है।''

प्रधानमंत्री मनमोहन सिंह ने उत्तराखंड त्रासदी से सही सबक लेने की आवश्यकता पर जोर देते हुए कहा है कि देश को प्राकृतिक आपदाओं और उनसे होने वाले नुकसान से बचने के लिए बेहतर ढंग से तैयार रहना होगा। आज नई दिल्ली में राष्ट्रीय आपदा प्रबंधन के नौवें स्थापना दिवस पर आयोजित कार्यक्रम में डॉ० सिंह ने कहा कि इस तरह की आपदाएं देश के टिकाऊ विकास और अर्थव्यवस्था पर गंभीर प्रभाव डालती हैं, क्योंकि हमारे पास जो थोड़े बहुत साधन हैं उनका उपयोग इन आपदाओं के नकारात्मक परिणामों से निपटने के लिए करना पड़ता है।

प्रधानमंत्री ने कहा कि यह जरूरी है कि हम आपदाओं के जोखिम को कम करने की अपनी रणनीतियों को मुख्यधारा के विकास प्रयासों में शामिल करें। उन्होंने कहा कि आपदाओं के प्रतिकूल प्रभावों में कमी लाने के लिए हमारी संस्थाओं और समाज में उपयुक्त क्षमता का विकास सुनिश्चित करना जरूरी है।

हमारे देश को आपदा का सामना करने में सक्षम बनाने के लिए अभी काफी काम किया जाना है। आपदा का पूर्वानुमान लगाने की क्षमताओं को मजबूत बनाने और उनका स्तर बढ़ाने की जरूरत है। हमारी संचार प्रणाली को बेहतर करने की जरूरत है, ताकि यह तय हो सके कि चेतावनी गांव के आखिरी व्यक्ति तक समय पर पहुंच सके।

भारत ने जापानी मस्तिष्क ज्वर के लिए देश में तैयार  पहला टीका आज से बाजार में उतार दिया है। चिकित्सा के क्षेत्र में इसे भारत की एक बड़ी उपलब्धि माना जा रहा है। जापानी बुखार मच्छर के जरिए मस्तिष्क को प्रभावित करने वाली एक वायरल बीमारी है। टीके के निर्माता जेनवैक का दावा है कि अत्यंत शुद्ध रूप से निष्क्रिय टीका महामारी के दौरान बिना किसी प्रतिकूल प्रभाव के आशंका के मरीजों को दिया जा सकता है।
आज नई दिल्ली में इस टीके को आम जनता के लिए जारी करते हुए स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा कि इसका विकास एक नवाचारी और आत्मनिर्भर प्रौद्योगिकी के केन्द्र के रूप में भारत उदय में एक महत्वपूर्ण उपलब्धि है।

उच्चतम न्यायालय ने कहा है कि कार्पोरेट लॉबिस्ट नीरा राडिया की प्रभावशाली लोगों  के साथ बातचीत के  रिकॉर्ड की जांच से पता चलता है कि ये बातचीत केवल टू-जी स्पेक्ट्रम तक ही सीमित नहीं थी। उच्चतम न्यायालय ने दस सदस्यीय समिति की गोपनीय रिपोर्ट का अध्ययन करने के बाद कहा कि नेताओं, उद्योगपतियों और अन्य लोगों के साथ राडिया की फोन पर बातचीत के रिकॉर्ड की जांच से पता चलता है कि ये  बातचीत राष्ट्रीय सुरक्षा और रेलवे बोर्ड के सदस्यों की नियुक्ति से भी संबंधित है।

उत्तर प्रदेश में मुजफ्फरनगर की एक अदालत ने आज भारतीय जनता पार्टी के विधायक संगीत सोम की न्यायिक हिरासत १८ अक्टूबर तक बढा दी। इस विधायक पर पिछले महीने मुज्‌जफरनगर में भडकाउ भाषण देने का आरोप है।

उत्तर प्रदेश में हाल में मुजफ्फरनगर हिंसा की जांच के लिए राज्य सरकार द्वारा गठित सेवानिवृत्त न्यायाधीश विष्णु सहाय के नंतृत्व में एक सदस्यीय आयोग ६ अक्टूबर को मुजफ्फरनगर जाएगा।
जिला मजिस्ट्रेट कौशलराज शर्मा ने मुजफ्फरनगर में पत्रकारों को बताया कि आयोग की पहली बैठक में प्रारंभिक कार्रवाई और प्रक्रिया के बारे में निर्णय लिया जायेगा। उन्होंने बताया कि आयोग ६ से ८ अक्टूबर तक  मौखिक अथवा लिखित बयान प्राप्त करेगा।

ओडिशा में बारह माओवादियों ने आज मलकानगिरि जिले की पुलिस के सामने समर्पण कर दिया। इनमें पांच महिलाएं भी हैं। मलकानगिरि जिले के पुलिस अधीक्षक अखिलेश्वर सिंह ने बताया कि समर्पण करने वाले माओवादी अधिकतर क्षेत्र के पोपलुर दलम और कालीमेला दलम से संबंधित हैं। सभी माओवादी हत्या, पुलिस से मुठभेड़, बारूदी सुरंग बिछाने, लूट, फिरौती और वाहनों को जलाने संबंधी अपराधों में शामिल रहे हैं। क्षेत्र के पचास से अधिक माओवादी पिछले चार महीनों में पुलिस के सामने समर्पण कर चुके हैं।

केन्द्र सरकार ने परिवार पेंशनधारकों विशेषकर विधवाओं को राहत देते हुए पेंशन वितरण करने वाले बैंक में फार्म संख्या १४ को जमा करने के नियमों को उदार बना दिया है। नये नियमों के अनुसार अब ये आवेदन पेंशनधारक की मृत्यु प्रमाण पत्र के साथ  एक साधारण पत्र के माध्यम से जमा किया जा सकता है। भुगतान करने वाला बैंक पेंशन भुगतान आदेश में दी गई सूचना और अपने ग्राहक को जानो प्रक्र्रिया के आधार पर पति या पत्नी की पहचान करेगा। कार्मिक, लोक शिकायत और पेंशन राज्यमंत्री वी. नारायणसामी ने बताया कि जहां पेंशन संयुक्त बैंक खातें में जमा नहीं की जाती है वहां दो राजपत्रित अधिकारियों के सत्यापन की कोई आवश्यकता नहीं होगी, केवल दो व्यक्तियों की गवाही ही पर्याप्त होगी।

बॉम्बे स्टाक एक्सचेंज का सेंसेक्स आज १४ अंक की मामूली बढ़त के साथ १९ हजार ९१६ पर बंद हुआ। लेकिन नेशनल स्टाक एक्सचेंज के निफ्‌टी में दो अंक की मामूली गिरावट आई और पांच हजार ९०७ पर बंद हुआ। रूपये में २९ पैसे की मजबूती आई एक डालर की कीमत रही। ६१ रूपये ४४ पैसे लेकिन सोने की कीमत २९० रूपये गिरी। प्रति दसग्राम सोना ३० हजार ३१० रूपये में बिका।  चांदी की कीमत में एक हजार ३० रूपये की कमी आई। एक किलो चांदी की कीमत ४८ हजार २२० रूपये प्रतिकिलो रही।

शारजाह मे आज अफगानिस्तान ने कीनिया को सात विकेट से हराकर पहली बार आई सी सी विश्व कप के लिए क्वालीफाई कर लिया है। पहले बल्लेबाजी करते हुए कीनिया की टीम सिर्फ ९३ रन पर आउट हो गई। अफगानिस्तान ने जीत का लक्ष्य २० ओवर ५ गेंद में तीन विकेट खोकर हासिल कर लिया।

In Uttar Pradesh situation in the trouble hit villages continues to be under control in Meerut district. Local villagers turned violent when they were prohibited to participate into a banned Mahapanchayat at Kheda village on Sunday. Large number of security forces including central Paramilitary forces and state police are in place in the villages to maintain peace. Above 50 persons have been arrested for allegedly violating prohibitory orders, damaging public properties, instigating violence and clashing with security forces.
AIR Allahabad correspondent reports FIRs have been lodged against more than 100 persons including wife and brother of jailed BJP MLA Sangeet Som. FIRs have also been lodged against above 3500 unidentified persons from different villages. The administration says strict actions will be taken against organisers of banned Mahapanchayat. Actions will also be initiated against the persons . At least 20 people, including RAF and police personnel were injured and about 70 government vehicles were damaged in the clash between villagers and police over holding a Mahapanchayat. The Mahapanchayat was convened to protest the slapping of National Security Act NSA against BJP MLA Sangeet Som and arrest of community leaders.
President of Samajwadi Party Mulayam Singh Yadav has said that strict action will be taken against those who had tried to hold Mahapanchayat. Terming it as an attempt to disturb communal harmony in the western region he alleged that the BJP and RSS were trying to orchestrate communal clashes in the state. Main opposition parties in the state have reiterated their demand for president's rule in the state following disturbances in Meerut .
The state unit chief of Bharatiya Janata Party Dr Laxmi Kant Vajpayee has said that a weeklong Dharna will be held at IG Meerut office from October 3 to protest against the administration.

PMGSY project makes significant progress in Meghayala Sep 29,  9:09 PM In Meghalaya, Pradhan Mantri Gram sadak Yojana(PMGSY) has made significant progress for road connectivity particularly in rural areas. This has been made possible because Meghalaya has laid more emphasis on rural development through better connectivity in order to improve the economy of the rural areas. AIR correspondent reports that under the PMGSY Rural Road Project funded byWorld Bank an amount of 1071 crore rupees has been sanctioned for Meghalaya over a Period of five years 2011-2015. Under the first phase of PMGSY, it has been proposed to provide connectivity to 83 habitations by constructing 262 km Road at an estimated cost of 171 crore rupees. In the second phase road connectivity will be provided to 432 habitations by constructing 1363 km road at an estimated cost of 900 crore rupees. During 2012-13, 302 Kms of kutcha roads were black-topped and 1059 RCC bridgeswere constructed from the funds available under the State plan and Centrally- sponsored schemes. The Government of Meghalaya also wanted to convert allthe wooden bridges into RCC bridges during the current plan period.

7 convicted in Odisha in Swami Laxmananda Saraswati’s muder case

In Odisha, seven persons have been convicted in connection with Swami Laxmananda Saraswati's murder case. The Phulbani additional district & sessions court today found the seven guilty and reserved order for pronouncement of the quantum of punishment for 3rd of next month. Besides murder and criminal conspiracy, the seven were convicted under different provisions of IPC for offences including rioting with deadly weapons and unlawful assembly. They were also held guilty under several provisions of the Arms Act.

The Court is scheduled to deliver the verdict in the case of two other accused on Tuesday. The Kandhamal district administration has tightened security in and around the court after the judgement in view of tension.

Swami Laxmananda Saraswati and four of his followers were gunned down on 23rd of August, 2008 while celebrating Janmastami festival at Jalespata Ashram of Chakapada in tribal-dominated Kandhamal district.

It had led to widespread communal violence in Kandhamal claiming at least 38 lives, burning of several houses and damage to many churches.
